This puzzle piece is to show you an autistic child is in the area and to slow down. Autistic children exhibit unpredictable behaviors and movements. They are usually anxious in social situations.
I used to drive a small school bus for autistic children. They were all so fixated on their own private worlds, and I hope they all are safe..no matter where they are now.

I'm guessing it's measuring the flow of whatever gas or liquid the pipe carries - i.e., the volume passing per unit time. Of course, the whole shebang looks pretty rickety and lacking for maintenance, so whatever it once was it may no longer be operational anyway.

Flow measuring device - perhaps uses the venturi effect to measure the flow in the pipeline, and a recording instrument is housed inside the metal box. Or maybe I'm totally wrong, but that's my somewhat educated guess.
