Thanks Chuck Abbot who followed up on this and sent me a message in the guestbook on what this is all about: "The RS Jalea, an Italian submarine, struck an Austrian mine and sank on aug 17, 1915, with the loss of 23 of its crew oaf 24, says wrecksite-dot-eu. "Jalea was later lifted." That explains the two dates on the memorial. The website has a photo of the sub in dry dock after salvage. The Jalea sank in the gulf of Trieste. That's the bare bones of the story."
